What is the German Chancenkarte? Application Requirements 2026
For individuals wishing to work in Germany but who have not yet received a job offer from a German employer, one of the most important immigration avenues the German Chancenkarte (Opportunity Card) system.
The Opportunity Card is a residence permit model that allows qualified individuals to travel to Germany and search for employment on-site without a pre-determined employment contract . The system is based on the legal provisions of sections 20a and 20b of the German Residence Act (Aufenthaltsgesetz – AufenthG).
According to AufenthG §20a/1, a Chancenkarte is a residence permit granted to enable a person to seek employment in Germany or to find a qualification/integration process for the recognition of their foreign professional qualifications.
As of 2026, there are two main ways to obtain the Opportunity Card:
1. To possess a fully recognized professional or academic qualification in Germany,
or
2. By fulfilling the basic requirements, accumulate at least 6 points from the Opportunity Card points system.
In both cases, the individual must have sufficient financial resources to cover their living expenses in Germany. According to the Federal Government's official "Make it in Germany" portal, the minimum net monthly is, as a rule, €1,091, or alternatively, a suitable Verpflichtungserklärung, or commitment to cover expenses, can be used.
Therefore, the Germany Opportunity Card;
"I have a diploma, I can go straight to Germany."
It is not a simple system like that.
The applicant's chosen application route, the quality of their diploma, professional experience, foreign language proficiency, age, German background, and financial situation should all be considered together.
What is the Germany Opportunity Card?
The German Opportunity Card, or Chancenkarte in German , is a job-seeking based residence permit created by Germany to facilitate the immigration of skilled workers.
The most important feature of the system is that the applicant is not required to have a confirmed employment contract in Germany at the time of application.
If the applicant meets the requirements, they can travel to Germany;
You can talk to employers,
You can apply for jobs,
can participate in job interviews,
You can conduct trial runs under specific conditions
and can work part-time jobs for limited periods.
AufenthG §20a explicitly defines the Opportunity Card as a residence permit granted for the purpose of seeking employment or professional recognition.
In this respect, the Opportunity Card differs from classic work visa models that require the individual to find a job in Türkiye.
What is the legal basis for the German Opportunity Card?
The primary legal basis for the Opportunity Card 20a of the Aufenthaltsgesetz .
The method of awarding points AufenthG §20b and the point table annexed to the Law.
According to §20a, the Opportunity Card can be issued to two groups:
Fachkraft, meaning individuals who, according to German law, have the status of a qualified expert,
or
Individuals who have accumulated sufficient points according to the criteria under §20b.
The current table attached to the law stipulates a minimum of 6 points to be eligible for the Opportunity Card through the points system .
Therefore, the first requirement for understanding the Opportunity Card system is to make this distinction:
Not everyone needs to get 6 points.
In Germany, there is a direct application process for those with fully recognized qualifications.
Two Ways to Apply for a Discount Card
1. Opportunity Card based on a Recognized Diploma or Vocational Qualification in Germany
The first option is for those considered Fachkraft in Germany
According to the official statement of the Federal Government;
Individuals whose foreign professional qualifications are fully recognized in Germany,
foreign university diplomas recognized in Germany or equivalent to German qualifications
or people who have completed university or vocational training in Germany
This can be evaluated within this category.
The most important advantage for people in this group is:
They don't have to accumulate 6 points.
In other words, if a person has a fully recognized professional qualification in Germany;
age,
German language level,
how many points did he/she get from professional experience
There is no need to calculate 6 points based on criteria such as these.
The official portal of the Federal Government explicitly states that individuals in this group are not subject to the points system
Is there a language requirement for the Recognized Qualification Path?
There is another important advantage to this application process.
According to the Federal Government's updated statement for 2026, for Fachkraft applicants with fully recognized qualifications in Germany, there is no additional requirement for a general German or English language certificate to receive the Opportunity Card.
Therefore;
"To be eligible for the Opportunity Card, everyone must have at least A1 level German or B2 level English."
This statement is incorrect.
These language requirements are primarily the second group of applicants, who will be applying through a points-based system .
However, German authorities also emphasize that knowledge of German can significantly increase the chances of finding a job in Germany.
2. Germany Opportunity Card via Points System
For those in Germany who do not have a fully recognized qualification, the second option is to obtain the Opportunity Card through a points system.
However, there is an important misunderstanding here:
Simply accumulating 6 points is not enough on its own.
Before points can be calculated, applicants must meet certain basic prerequisites
According to the official statement of the Federal Government and in accordance with AufenthG §20a/4, regarding the application system via points, the basis is as follows:
suitable professional or academic qualifications,
required language skills
and then at least 6 points
is being sought.
Is a diploma required for the Discount Card?
Applicants applying through the points system are generally required to possess a certain level of formal qualification.
In this context, the applicant;
university diploma
or
professional qualifications
It can be found.
A foreign university degree must be recognized by the government in the country where it was obtained.
In the case of vocational training, a professional qualification recognized by the state in the foreign country and, as a rule, requiring at least two years of training, is sought. Certain AHK (German Chamber of Commerce Abroad) vocational trainings may also be accepted if they meet the legal requirements.
Therefore, it should not be assumed that any short-term course certificate or certificate from a few months of specialized training will automatically count as a professional diploma for the Opportunity Card.
The quality of professional qualifications should also be assessed.
Is it mandatory for a university degree to be fully recognized in Germany?
In any case, no.
This point highlights the difference between the two application procedures.
If a foreign university degree is fully recognized in Germany, the applicant the Fachkraft system without needing to meet any required score.
However, even if the diploma doesn't have full German equivalency, if it's recognized by the state in the country where it was obtained and other requirements are met, the individual a points system .
According to the official statement of the Federal Government, the anabin result or, if necessary, the ZAB Zeugnisbewertung , i.e., diploma evaluation, can be used to prove the qualifications of a foreign university diploma
Because;
"My diploma isn't fully recognized in Germany, so I can't apply for a Discount Card at all."
This approach is not always correct.
One of the main aims of the Opportunity Card is to provide an alternative path through a points system for individuals who do not already have full German equivalency but possess certain qualifications.
What are the language requirements for the German Opportunity Card?
The person applying for the Opportunity Card through the points system must:
at least A1 level German
or
at least B2 level of English
He/She needs to know.
This requirement is explicitly regulated in AufenthG §20a/4.
Therefore, it is possible for one of the two languages to suffice.
For example, someone who doesn't know any German but has a B2 level of English can enter the points system if they also meet the other requirements.
Similarly, a person who does not have an English certificate but has A1 level German proficiency can also meet the basic language requirement.
However, there is an important distinction here:
A1 level German may be a basic application requirement; a higher level of German will award additional points.
How many points are awarded for German language proficiency?
In the points system, additional points are earned as the German language level increases.
As of 2026, the official points system is as follows:
A1 German: Can meet the basic requirements but does not award additional points.
A2 German: 1 point.
B1 German: 2 points.
German language level (B2 or higher): 3 points.
Additionally, having a C1 level of English or higher , or being a native English speaker, can earn you one extra point
Therefore, for applicants, especially young and those with professional experience, raising their German language level to B1 or B2 can significantly facilitate reaching the required 6 points.
How are Germany Opportunity Card points calculated?
The details of the points system are regulated in AufenthG §20b and the table annexed to the Law.
As of 2026, the main scoring criteria are as follows:
Partial Equivalence – 4 Points
An application for recognition of foreign professional qualifications has been previously submitted and the German competent authority has;
rapport,
compensation
or if it has determined that additional competency measures are required
4 points can be obtained.
Even if compensatory measures are required for a professional license in a regulated profession, it is possible to earn points under this criterion.
Professional Experience – 2 or 3 Points
Work experience relevant to the applicant's formal qualifications is also an important factor.
At least two years of relevant professional experience within the last five years: 2 points.
At least 5 years of relevant professional experience within the last 7 years: 3 points.
Here, it is important that professional experience is linked to a person's formal qualifications.
For example, a person with a degree in mechanical engineering but whose entire professional experience is in an unrelated sector should have their experience score evaluated separately.
How many points does age earn on the Opportunity Card?
Age is one of the criteria in the Opportunity Card points system.
According to the current provision §20b of the law, on the date of application;
Individuals under 35 years of age: 2 points.
People aged 35 to 40: 1 point
can get it.
Being over 40 years old does not mean that a person cannot apply for the Opportunity Card.
Age alone does not count towards the score.
Therefore;
"The German Opportunity Card has an age limit of 40."
This statement is incorrect.
If a person over 40 can score at least 6 points in the other criteria, they may still be eligible to apply through the points system.
If the Fachkraft path is taken via a fully recognized qualification, then the 6-point system does not apply.
Does working in a low-traffic profession earn you points?
Yes.
If the applicant's formal qualifications fall into one of the "Mangelberuf" (jobs with labor shortages) categories considered in Germany's Opportunity Card system , they can earn 1 point .
Therefore, it is important for individuals working in engineering, healthcare, technology, and other specific professions to check before applying whether their profession is included in the current list of missing occupations.
Does having lived in Germany before earn points?
Yes.
The applicant may earn 1 point if they have resided in Germany continuously and legally for at least six months within the last five years
For example;
university education,
language education,
study
Reasons such as these may lead to eligible periods spent in Germany being considered within this scope.
However, short trips to Germany solely for tourism or visiting family/friends are not sufficient to earn these points.
Will I receive additional points if my spouse also applies for the Opportunity Card?
Yes.
The law also takes into account, to a certain extent, the spouses' plan to immigrate to Germany together.
If the spouse or registered partner also meets the conditions for the Opportunity Card and has applied for or is applying for the Opportunity Card with the same competent authority, the applicant may receive 1 additional point, provided other conditions are met
Therefore, applications for married couples should be planned together when necessary, not separately.
Example Opportunity Card Points Calculation
For example, a 32-year-old applicant;
A four-year university degree recognized by the state in Türkiye,
three years of professional experience in the last five years,
B1 level German language proficiency
Let's assume it exists.
This person;
Age: 2 points
Professional experience: 2 points
B1 German: 2 points
In total:
6 points
It is accessible.
However, in this example, the individual must still meet both the basic formal eligibility requirement and the financial eligibility requirement.
In other words, 6 points alone is not a guarantee of a visa.
How much money do I need to show for the Discount Card?
One of the most important conditions of the Opportunity Card is that it guarantees coverage for living expenses in Germany.
Article 20a/4 of the AufenthG law explicitly stipulates that a Chancenkarte can only if one's livelihood is secured .
According to the latest information published by the Federal Government for 2026, if a blocked account is used to prove income during the visa application process, the minimum monthly income is generally:
1,091 Euros net
is taken as the basis.
In terms of a one-year application, the 12-month amount is mathematically:
13,092 Euros
is happening.
However, the specific application deadline and whether the applicant has other income may affect the financial assessment.
Furthermore, a blocked account is not the only method of proof.
Is a blocked account mandatory for the Opportunity Card?
In any case, no.
According to the official statement of the Federal Government, securing livelihoods;
Sperrkonto – blocked account
or
Verpflichtungserklärung – undertaking to cover expenses
This can be shown as.
Therefore, in Germany, an alternative to a blocked account may be considered if there is a valid Verpflichtungserklärung (declaration of responsibility) indicating that a person meeting the necessary conditions has undertaken to cover the applicant's living expenses.
In addition, the impact of income from permitted side jobs under the Opportunity Card program on the financial adequacy calculation can be evaluated separately in the specific case.
For how long is the Discount Card valid?
According to AufenthG §20a/5, the Opportunity Card is initially a Such-Chancenkarte, i.e., a job search Opportunity Card, a maximum period of one year.
The individual is expected to actively search for employment in Germany within this one-year period.
However, it should not be assumed that the card will necessarily be issued for a full year.
The residence permit duration may be shorter depending on financial sufficiency, especially if the person can only secure their livelihood for a shorter period.
Is it possible to work in Germany with a Special Offer Card?
Yes, but to a limited extent.
According to AufenthG §20a/2, the total working time of an Opportunity Card holder during the job search period exceed an average of 20 hours per week .
It is possible to work on more than one side job; however, the total time limit must be taken into account.
The Federal Government also explicitly states the right to work a total of 20 hours per week in one or more side jobs
This right to work is one of the key advantages of the Opportunity Card.
Because the applicant does not have to be completely deprived of income during the period they are looking for employment.
Is it possible to work full-time with a Special Offer Card?
The primary purpose of the Job Search Opportunity Card is not to find full-time, permanent employment, but to help you find a suitable job.
Therefore, the general right under §20a/2 during the job search phase is limited to an average of 20 hours per week.
Once the applicant finds suitable full-time employment, they must convert their residence status to an appropriate work permit.
For example, depending on the circumstances;
§18a qualified professional session,
§18b academic staff session,
§18g EU Blue Card
or another suitable session type may be considered.
The Federal Government explicitly states that a work permit can be obtained from the immigration office when a suitable job is found.
Is it possible to do a trial run with the Discount Card?
Yes.
One of the most important advantages of the Opportunity Card in terms of job searching is that it allows for Probebeschäftigung , or trial work
According to AufenthG §20a/2, trial periods a maximum of two weeks for each employer .
However, the trial study;
to a qualified job,
vocational training
or an appropriate qualification measure relating to the recognition of foreign professional qualifications
It should be directed towards that.
Therefore, unlimited free trial runs at any workplace are not included in the scope of the Opportunity Card.
What happens if you find a job in Germany with a Special Offer Card?
Depending on the Opportunity Card holder's situation, a transition to a new residence permit can be made once a suitable job is found.
According to the official statement from the Federal Government, the person;
a qualified job,
vocational training,
equivalence process
or freelance work
If they meet the necessary conditions, they can apply for the relevant residence permit at the immigration office.
For example, when an engineer finds a job with a sufficient salary and other requirements, they can, if eligible, switch to a skilled worker residence permit or an EU Blue Card.
Therefore, the Opportunity Card is essentially a type of bridging residence permit used for entry into Germany.
The long-term goal is for the individual to obtain work-based residency status in Germany after finding suitable employment.
Can the Discount Card be extended?
Yes, under certain conditions.
AufenthG §20a/5 stipulates that the first Opportunity Card can be issued for a maximum of one year.
If a person obtains a qualified employment contract or a binding job offer during this period but does not yet meet the requirements for another work permit, the Opportunity Card under the Folge-Chancenkarte can be extended for up to two more years, provided that the Federal Employment Agency also gives the necessary approval.
However, this extension is not automatic.
If a person meets the requirements of, for example, a direct work permit under §18b or an EU Blue Card, they are essentially expected to move to the appropriate work permit.
Is there an age limit for the Discount Card?
The law does not specify a general and absolute age limit of 40 for applying for the Opportunity Card .
Age is one of the criteria in the points system.
On the application date;
Person 2, who is not older than 35 years of age
A person who is older than 35 but not older than 40
gets points.
Individuals over 40 years of age cannot receive age-related points, but can apply if they meet the other criteria sufficiently.
Therefore, what is encountered on the internet;
"Individuals over 40 years of age cannot apply for the Opportunity Card."
This information is incorrect.
Do I need a job offer to get a fırsat (opportunity) card?
No.
The main purpose of the Opportunity Card is to enable individuals to go to Germany and look for work even if they haven't yet found a suitable job.
Section 20a defines the Opportunity Card as a residence permit granted solely for the purpose of job searching.
Therefore, having an employment contract at the time of application is not a fundamental requirement.
However, it can be helpful for the overall consistency of the application if the individual has contacted employers beforehand, can explain what profession they are seeking in Germany, and has a realistic job search plan.
Can the Opportunity Card be obtained for every profession?
The system is not limited to just a few specific professions.
However, the points system requires applicants to possess acceptable formal professional or academic qualifications.
Furthermore, for some regulated professions, obtaining an Opportunity Card does not automatically guarantee the right to practice that profession.
For example;
doctor,
dentist,
pharmacist
And for some other regulated professions, professional recognition or licensing is also required in order to actually practice the profession in Germany.
Indeed, Section 20b also stipulates that applicants who require remedial measures for professional licence may be awarded 4 points under certain conditions.
Therefore:
Obtaining a Discount Card and obtaining a professional license are not the same thing.
Are the Opportunity Card and the EU Blue Card the same?
No.
The Opportunity Card is essentially a job search session.
The EU Blue Card is a work permit based on a qualified employment contract that meets specific conditions .
Therefore, someone who hasn't yet received a job offer can go to Germany with their Opportunity Card and look for work.
Subsequently, if a suitable job is found, a transition to an EU Blue Card or other work permit may be considered. The Federal Government explicitly states that a transition to one of the existing work permit types is possible once suitable employment is found.
What is the difference between the Opportunity Card and the old Job Seeker Visa?
One of the most important innovations of the Opportunity Card is that it allows some people who do not have fully recognized qualifications in Germany to come to Germany to look for work through a points system
Furthermore, the fact that Opportunity Card holders can work an average of 20 hours per week and participate in limited trial periods is a significant advantage.
Therefore, Chancenkarte has created a more flexible structure compared to the classic job search system.
How to apply for a German Opportunity Card from Türkiye?
For applicants residing in Türkiye, the Opportunity Card is considered within the scope of the national visa process for long-term residence in Germany.
According to the latest statement from Germany's diplomatic missions in Turkey, Chancenkarte applications are among the visa categories that can be applied for online through the Consular Services Portal.
In Türkiye, iDATA and the Consular Services Portal are used together in national visa processes. Based on the information provided by the applicant, iDATA may process the application or direct the person to the Consular Services Portal for a digital application. German authorities also state that registration on the portal alone does not legally constitute a completed visa application.
Therefore, the current digital application system should be followed throughout the process.
What documents might be required for a Discount Card?
Although the list of documents varies depending on the specific application method, it basically includes:
passport,
application documents,
university or vocational diploma,
Recognition or evaluation documents demonstrating the nature of the competence,
If a points system is used, language certificates,
professional experience certificates,
evidence relating to other criteria for which points are requested,
financial eligibility documents,
blocked account or Verpflichtungserklärung
It may come up on the agenda.
Applicants applying through the points system must prove, with appropriate documentation or certificates, that they have earned points for each criterion. The Federal Government particularly emphasizes this point.
For example;
"I have five years of experience."
Simply saying that is not enough.
This experience must be proven with employment records, employer letters, or other reliable documents.
Common Mistakes Made When Applying for a Discount Card
Thinking that everyone needs to accumulate 6 points
In Germany, individuals with fully recognized Fachkraft qualifications are not required to participate in the points system.
Thinking that 6 points alone is enough
In addition to the points system, basic requirements such as formal qualifications, language skills, and financial sufficiency must also be met.
Thinking that A1 German is a requirement for everyone
For Fachkraft applications based on fully recognized qualifications, general language proficiency is not required. However, for points-based applications, A1 German or B2 English is necessary.
Mistaking a Short Course Certificate for a Professional Diploma
In terms of the points system, it is important that professional qualifications comply with legal requirements and, as a rule, require at least two years of education.
Thinking that applications cannot be submitted if you are over 40 years old
Individuals over 40 years of age cannot receive age-related points; however, if they can accumulate 6 points from other criteria, their application may still be considered.
Thinking that blocking an account is the only option in every situation
According to official data for 2026, Verpflichtungserklärung is also foreseen as an alternative to a blocked account for financial sufficiency.
Viewing the Right to a 20-Hour Workday as a Right to Full-Time Work
The Job Search Opportunity Card limits general work hours to an average of 20 hours per week.
For whom is the Opportunity Card a sensible option?
The Opportunity Card is especially useful for:
having formal academic or vocational education,
Those who want to work in Germany
However, he has not yet received a suitable job offer from Türkiye
having professional experience,
able to demonstrate language proficiency,
Able to cover the cost of the job search period in Germany
This could be an important option for individuals.
The Opportunity Card can be particularly advantageous in sectors where employers prefer to interview candidates in person, conduct short-term trial work, or have them based in Germany.
However, if the person already has a concrete job offer from Germany that meets the requirements, they can apply directly instead of using the Opportunity Card;
skilled worker visa,
EU Blue Card,
visa for employees with professional experience
Other session types, such as those mentioned, might be more suitable.
The Federal Government also makes it clear that the Opportunity Card is not the only mandatory way to come to Germany; finding a job in one's own country and then applying for the appropriate work visa is an alternative.
Why is legal support important when applying for a Discount Card?
While applying for a German Opportunity Card may initially seem like just a matter of accumulating points, the legal assessment is more comprehensive.
First, the applicant;
Is it based on a points system?
or?
In Germany, is it directly based on a recognized qualification?
It must be determined whether or not they need to apply.
For example, in Germany, someone who already has a fully recognized diploma unnecessarily calculating points and trying to meet language requirements might develop a flawed application strategy.
In contrast, the applicant, who does not possess fully recognized qualifications;
whether the diploma is sufficient for the application,
how many points can be obtained from professional experience,
age score,
language score,
Germany's past,
missing professional score,
equal score
They should be evaluated individually.
Furthermore, all score claims must be supported by documentation.
The Discount Card includes:
"I calculated 7 points."
That alone is not enough.
The important thing is whether the German authorities can accept these 7 points based on documented evidence
Therefore, diplomas, professional experience, language certificates, and any previous residence records in Germany should be legally and factually verified before applying.

Conclusion
The German Chancenkarteis an important immigration avenue that allows individuals who have not yet received a job offer from Germany but possess professional or academic qualifications to travel to Germany and search for employment there.
The legal basis for the system AufenthG sections 20a and 20b .
As of 2026, the Opportunity Card can be accessed in two main ways:
The first option: Individuals with Fachkraft status who possess fully recognized professional or academic qualifications in Germany without entering the points system .
The second option: For a person to be considered acceptable in terms of the proficiency point system, they must meet the required language proficiency requirement and at least 6 points .
In the points system;
professional equivalency status, professional experience, German and English language level, age, lack of professional qualifications, previous residence in Germany, and spouse's Opportunity Card potential
Criteria such as these are important.
However, reaching 6 points alone is not enough.
In addition to meeting formal qualifications and language requirements, the applicant must be able to secure their livelihood in Germany.
For the year 2026, the Federal Government's official statement stipulates that proof of financial sufficiency via a blocked account a net monthly balance of €1,091 . Alternatively, a suitable Verpflichtungserklärung (financial liability declaration) can be used.
The Opportunity Card is initially issued for a maximum of one year . During this period, the applicant can work an average of up to 20 hours per week and, subject to legal requirements, can undertake a trial period of up to two weeks with each employer .
Once a suitable job is found, it is possible to switch to the relevant work session using the Opportunity Card.
Therefore, a successful Opportunity Card application requires only:
"How many points do I have?"
not to the question;
“Which application process should I follow, is my diploma suitable, can I document my scores, do I meet the language requirements, and how can I secure my livelihood in Germany?”
All of the questions must be answered.
Considering these factors together before applying is important to prevent applying in the wrong category, erroneous score calculations, or insufficient documentation of diplomas and professional experience.
