Italy Student Visa and Student Residence Permit 2026: Right to Work After Graduation

Orientamento: Università Ca' Foscari Venezia

Italy is one of the most preferred countries for Turkish students due to its wide range of educational programs at state universities, English-language master's degree options, diplomas recognized within the European Union, and the limited possibility of students working while studying. However, being accepted to an Italian university alone does not guarantee entry into Italy or the right to reside in the country.

Turkish citizens wishing to study at a university in Italy for more than 90 days must apply for a national D-type student visa. After obtaining the visa, an application for a student residence permit, called "permesso di soggiorno per motivi di studio," must be submitted within eight business days of entering Italy. University acceptance, visa application, and student residence permit are separate processes, each with its own requirements. (Migration and Home Affairs)

The official procedures that came into effect for the 2026-2027 academic year stipulate that university pre-registrations must be done through Universitaly, a minimum annual financial resource of €10,179.85 must be demonstrated, and, as a rule, proof of language proficiency at least at B2 level must be provided. The compatibility of the applicant's previous education with the chosen program in Italy and their actual educational purpose also play an important role in the consular review. (Universitaly)

What is an Italian Student Visa?

An Italian student visa is a visa granted to non-EU citizens to enable them to participate in university, master's, doctoral, fine arts, music, vocational training, or other educational programs in Italy as permitted by law.

If the duration of study is shorter than 90 days, a Type C Schengen student visa is required; if it is longer than 90 days, a Type D national student visa is necessary. As a rule, a Type D visa should be obtained for undergraduate programs, two-year master's programs, single-stage five or six-year programs, and long-term academic studies.

A Type D student visa, issued for university enrollment in the 2026-2027 academic year, can be issued for 365 days with multiple entries, provided certain conditions are met. In limited cases requiring a university entrance exam or a face-to-face language exam, it is possible to first obtain a 100-day national student visa. (Universitaly)

Who can apply for an Italian student visa?

The applicant must have received acceptance or preliminary acceptance from a recognized educational institution in Italy. The program of study is expected to be full-time, reasonably related to the applicant's previous education, and demonstrate genuine academic progress.

The consulate does not only review the acceptance letter. The student's age, educational background, chosen field of study, post-graduation plans, family's financial situation, and the rationality of the program choice are all considered together. Official 2026-2027 procedures clearly state that visa authorities are obligated to examine whether the student has a genuine purpose for studying and assess immigration risk. (universitaly.it)

For example, while someone who completed their law degree in Türkiye might demonstrate a justifiable academic continuity by wanting to pursue a master's degree in European Union law in Italy, applying to a program with no connection to previous education and without explaining the reason might warrant a more thorough investigation.

University Pre-Registration Process

Foreign students wishing to enroll in undergraduate, postgraduate, and higher education programs in Italy on a student visa typically complete their pre-registration through the Universitaly portal. Universitaly is the free and official pre-registration system of the Italian Ministry of University and Research. (universitaly.it)

The student must first complete the admissions procedure of the university they are applying to. After submitting the required documents such as diploma, transcript, language certificate, CV, statement of purpose, and other academic documents, a pre-registration application is made through Universitaly.

If the university deems the application suitable, it will approve it via the Universitaly system and create a preliminary registration summary to be used in the visa application. University approval does not guarantee that the visa will be granted. The final decision regarding the visa rests solely with the competent Italian Embassy or Consulate. (universitaly.it)

For the 2026-2027 academic year, student visa applications for undergraduate, postgraduate, and single-stage programs must be submitted to the competent diplomatic mission no later November 30, 2026. Universities may set earlier application deadlines due to their own registration and start dates. While there is no general deadline for Master's, PhD, Erasmus, single-course, and preparatory programs, visa applications cannot be submitted after the start of the academic year. (universitaly.it)

Educational Documents Required for Undergraduate Applications from Türkiye

Students applying from Türkiye for a bachelor's or single-stage master's program must submit a high school diploma obtained after at least 12 years of education. The diploma must be apostilled, translated into Italian, and, according to the procedures of the embassy or consulate, the translation must be certified.

According to the 2026 document list published for Turkey, undergraduate applicants are required to submit an ÖSYM document showing that they took the TYT and AYT exams within the scope of the YKS in the relevant year. If the student took the YKS in previous years and subsequently enrolled in a university in Turkey, they must also submit a current university student certificate in addition to their previous YKS results. (Italy Affairs Ankara)

The assessment of a foreign degree for admission to a program in Italy is within the authority of the university. The university or consulate may request documents of comparability and verification issued by CIMEA, or a Declaration of Value called a “Dichiarazione di Valore” (Universitaly)

Documents Required for Master's and Doctoral Applications

For master's degree applications, students must submit their undergraduate diploma, transcript, and, if applicable, Diploma Supplement, obtained from a recognized university in Türkiye. Apostille and translation procedures for the diploma and transcript must be completed according to the current requirements of the university and its authorized representative.

Students holding a Diploma Supplement may be exempted from submitting a Declaration of Value in some cases. However, the decision rests with the relevant Italian university. The university will indicate on the Universitaly system whether a CIMEA certificate or a Declaration of Value is required. (consistentbul.esteri.it)

Doctoral applications may require a master's degree diploma, detailed transcript, research proposal, acceptance or scholarship letter, and academic references depending on the nature of the program.

Language Proficiency Requirement

According to the procedures for the 2026-2027 academic year, proficiency in the language of instruction of the program must be documented. For programs taught in Italian, a minimum B2 level of Italian proficiency is generally required.

For programs taught in English, an English language certificate issued by an internationally recognized organization, demonstrating at least a B2 level, must be submitted. The university's own language exam or an equivalent certificate issued by the university may be accepted, provided it measures the four basic language skills. (Universitaly)

The fact that a student has been accepted into an English-language program does not mean that the consulate will not request a language certificate. University acceptance and the visa authority's language proficiency assessment are separate processes.

Italy Student Visa Financial Eligibility Requirement 2026

For the 2026-2027 academic year, the student must demonstrate that they have at least €10,179.85 in financial resources to cover annual living expenses in Italy . This amount must be considered separately from tuition fees and repatriation costs. ( Universitaly )

It is not enough for the money to simply be in the bank account on the day of application. The source must be legal, traceable, and genuinely accessible to the student. The consulate may review bank account transactions for the past six months, salary payments, tax returns, rental income, pension payments, and family assets together.

Financial support can be provided by the student themselves or by a family member up to the fourth degree. In this case, a signed expense guarantee from the sponsor, identification documents, bank statements, and income documents must be submitted. Large sums of money deposited into an account immediately before the application, and whose source cannot be explained, may increase the risk of rejection. (Universitaly)

It is not enough to simply apply for the scholarship. Official documentation confirming the scholarship's award is required. If the scholarship amount is less than €10,179.85, the difference must be documented separately. (Universitaly)

Accommodation and Health Insurance

The student must demonstrate that they have suitable accommodation in Italy. A registered rental agreement, student residence acceptance letter, hotel reservation, or accommodation guarantee arranged by someone living in Italy can be used.

Simply applying for student accommodation or being considered a suitable candidate is not enough. It is necessary to provide documentation proving that accommodation has actually been allocated or that a valid alternative accommodation is available. (Universitaly)

The applicant must also have valid health insurance in Italy covering medical treatment and hospitalization expenses. According to the 2026 document list in Turkey, the insurance coverage must be at least €30,000, valid in European Union countries, and cover emergency treatment, hospitalization, and repatriation expenses if necessary. (Italy Affairs Ankara)

Documents Required for an Italian Student Visa

While additional documents may be required depending on the specific program, a student visa application file should generally include a national visa application form, a biometric photograph, a valid passport, an identity card, a barcoded proof of address, a family registration certificate, and a Universitaly pre-registration summary.

In addition, university acceptance letter, apostilled diploma and transcript, YKS (Turkish University Entrance Exam) results certificate, CIMEA or Value Declaration, language certificate, financial sufficiency documents, accommodation document, health insurance, and flight reservation must be submitted. For minors, a notarized and apostilled consent form and documents relating to the responsible person in Italy are required. (Italy Affairs Ankara)

Student Residence Permit After Entering Italy

Students entering Italy on a D-type student visa must apply for a student residence permit within eight working days of their entry date. The application is usually made via a postal kit obtained from authorized post offices and the file is sent to Questura.

After submitting their application at the post office, the student is given an application receipt and a fingerprint appointment. This receipt is the primary document proving the student's legal stay in Italy until their residence permit is finalized. (Universitaly)

Failure to complete university registration on time can have serious consequences for the student. According to the 2026-2027 procedures, if an undergraduate or graduate student is not registered in the Universitaly system by January 31st of the relevant academic year, their visa may be revoked and the situation reported to Questura (Universitaly)

How to Renew a Student Residence Permit?

Applications for renewal of a student residence permit should, as a rule, be submitted at least 60 days before the permit expires. The student must demonstrate that they are still enrolled in the university, have sufficient financial resources, and have health insurance.

Successful completion of at least one exam is required in the first academic year, and at least two exams in subsequent years. In cases of serious health problems or force majeure, renewal with a single exam may be possible, provided it is properly documented. The residence permit can be extended for a maximum of three years beyond the normal duration of the educational program. (Universitaly)

It is possible for a student to change departments with the university's approval. However, formally withdrawing from the current program may terminate the student residence permit. Therefore, the current registration should not be cancelled before the transition to the new program is completed.

The Right to Work While Studying in Italy

Foreign students holding a valid student residence permit may work a maximum of 20 hours per week, and a total of 1,040 hours within a 52-week semester, without obtaining an additional work permit . ( Migration and Home Affairs )

If a student works for more than one employer, the total working time cannot exceed this limit. To exceed the weekly limit of 20 hours and the annual limit of 1,040 hours, the student residence permit must be converted to a work residence permit.

Internships are generally not considered employment contracts and are therefore evaluated differently from the working hour limit during a student residency. While freelance work is possible under certain conditions, tax identification numbers, VAT registration, and professional permits must also be examined separately. (Integration Migrant)

One-Year Job Search Leave After Graduation

Foreign students who have completed their undergraduate or postgraduate studies in Italy can convert their student residence permit into a one-year job-seeking permit, provided they meet the legal requirements. This permit allows graduates to legally remain in Italy while searching for employment that matches their qualifications. (Migration and Home Affairs)

Job-seeking authorization is not granted automatically. Documents such as graduation certificate, valid student residence permit, job seeker registration, financial resources, and health insurance may need to be submitted with the application. It is important to apply before your student residence permit expires.

A graduating student can convert their job search session into a work session when they find a suitable job. If a student receives a strong job offer before graduation, converting directly to a work session can also be considered.

Converting the Student Session to a Study Session

Student residence permits can be converted to paid work or self-employment permits. Following a change in 2023, the conversion of a student residence permit to a work permit is no longer subject to annual Decreto Flussi quotas. Applications can be submitted at any time of year, without numerical quotas, provided the applicant has a valid residence permit. (Integration Migranti)

University undergraduate, graduate, master's, or doctoral students can apply for conversion before completing their studies, provided they meet the necessary conditions. However, for permits granted for vocational training or internships, completion of the training or internship is generally required.

For conversion to paid employment, a job offer exceeding 20 hours per week must be submitted. The employer must attach to the application a proposal indicating the type of contract, job description, applicable collective bargaining agreement, working hours, and salary. The application is sent to the relevant Sportello Unico per l'Immigrazione unit (Integration Migranti)

When transitioning to freelancing, it is necessary to document the required professional licenses, company or tax registrations, and sufficient financial resources to carry out the activity.

Common Mistakes in Visa and Residence Permit Applications

The most common mistake is believing that a university acceptance letter is sufficient for a visa. In addition to university acceptance, approval of the Universitaly application, financial sufficiency, housing, insurance, language proficiency, and academic consistency must also be met.

Failure to submit a YKS certificate, incomplete apostille procedures for diplomas or transcripts, disregard for the difference between CIMEA and Value Declaration, and failure to submit a B2 language certificate for English-language programs may all increase the risk of rejection.

Another significant problem is that financial sufficiency is often demonstrated solely by money deposited into an account prior to the application. The consulate examines the source of the funds and whether the student's family can sustain this support throughout their studies.

Missing the eight-working-day period for applying for a residence permit after entering Italy, failing to complete university registration, or not passing sufficient exams for renewal may jeopardize a student's legal residency.

Conclusion

The Italian student visa, valid until 2026, allows Turkish citizens to study in Italy at the undergraduate, graduate, doctoral, and other recognized higher education levels. However, university acceptance, student visa, and student residence permit are independent stages.

For the 2026-2027 academic year, applicants must complete Universitaly pre-registration, document at least a B2 level of proficiency in the language of instruction, and demonstrate legal and traceable financial resources of at least €10,179.85 annually. For undergraduate applications, in addition to a high school diploma from Türkiye, a YKS (Turkish University Entrance Examination) results certificate is also required.

Students must apply for a residence permit within eight working days of entering Italy and meet the academic progress requirements for its renewal. They are allowed to work a maximum of 20 hours per week and a total of 1,040 hours per year during their studies.

After graduation, applicants can apply for a one-year job search permit, or, if suitable job offers or freelance conditions are found, their student residence permit can be directly converted to a work permit. The conversion of student residence permits to work permits is no longer tied to annual foreign worker quotas.
