This article will discuss the avenues for acquiring UAE citizenship, the government's expectations, the criteria applicants must meet, and practical aspects of the process.


🔹 1. Legal Framework and Fundamental Principles

  • The main norm of citizenship law in the UAE is Federal Law No. 17 of 1972 on Nationality and Passports (“Nationality Law”).
  • Under this law, citizenship acquisition is primarily blood relation (jus sanguinis) ; being born in the UAE alone does not confer citizenship.
  • With the regulations introduced in 2021, the pathways to citizenship for foreigners have been partially expanded: areas such as investment, special talent, and scientific/cultural contributions have begun to be taken into consideration.

  • With the 2021 regulations, categories for "exceptional contributions" have been created, including investors, scientists, inventors, creative talents, and cultural and artistic figures.
  • For example, investors look for tangible achievements such as significant economic contributions, while inventors seek patents.

While each path has its own specific requirements, the common criteria generally sought in UAE citizenship applications are as follows:

  • A clean criminal record; not having committed a crime.
  • Being in the country with legal residence or official status.
  • Adapting to UAE laws and culture; Arabic proficiency may be required.
  • In the investment or special talent categories, proof of achievement in the relevant field, such as a certificate of achievement, patent, scientific contribution, or significant economic contribution.
  • Citizenship oath: an acceptance of the obligation of allegiance and loyalty.

  • UAE citizenship is a very selective process; obtaining citizenship is not guaranteed.

  • The process is complex, lengthy, and based on an uncertain foundation—there is a risk of rejection.

  • If you obtain UAE citizenship, your Turkish citizenship status, tax and residency matters should be reviewed with a legal advisor.
  • One strategy might be to obtain long-term residency first (for example, a Golden Visa/similar systems to those in Turkey) instead of citizenship

If citizenship is the goal, the process must be lengthy, complex, and rigorous—but it offers significant advantages for candidates who meet the right criteria.
