First, if we look at the meaning of the word "expertise," it means "an examination conducted by an expert." In practice, an expert report refers to an assessment made before a purchase to determine the value of the goods or any damage recorded in insurance documents.

Appraisal reports are generally examined under three separate headings: the real estate sector, the automotive sector, and finally, the insurance sector. While appraisal reports can be prepared in many other areas as well, as mentioned above, there are generally three types. The type of appraisal report that will be discussed in this article is the one used in the automotive sector.

EXPERT APPRAISAL REPORT IN THE AUTOMOTIVE SECTOR

In the automotive industry, the purpose of an inspection report is to ensure a safe transaction between buyer and seller by determining the condition of a used vehicle. Factors to consider include: the vehicle's age, its history (i.e., damage resulting from previous accidents), the condition of the engine, any current damage, and the condition of the vehicle's mechanical components.

In the automotive sector, vehicle inspection reports were not legally mandatory until 2019. However, a change made by the Ministry of Trade in 2019 made vehicle inspection reports mandatory before the purchase and sale of used vehicles. With the latest changes, obtaining a vehicle inspection report has become compulsory for the purchase and sale of vehicles that are less than eight years old and have less than 160,000 kilometers.

Another purpose of obtaining a vehicle inspection report is to prevent and avoid potential problems and losses that may arise during vehicle buying and selling transactions.

POINTS TO CONSIDER IN THE EXPERT APPRAISAL REPORT

The importance of vehicle inspection reports in the automotive sector is immense. As part of the inspection service, the vehicle is examined very thoroughly, and this information is recorded in a report, providing detailed information about the vehicle's current condition. The points examined in this report include:

5 – Suspension test

6 – Brake test

7 – Diagnostic test

1 – VEHICLE PAINT TEST

The first step in preparing an expert report is to inspect the vehicle's bodywork. This checks for any paintwork or other imperfections. If paintwork is found, its thickness and other characteristics are noted.

2 – VEHICLE MECHANICAL AND ENGINE CHECKS

Here, the vehicle's engine operation is examined. Systems such as the instrument panel, fuel injection, and ABS are also inspected.

3 – LATERAL SLIP TEST

The vehicle is subjected to a test on a one-kilometer road. The purpose of this test is to determine how much the vehicle drifts to the right and left.

4 – DYNO TEST

The DYNO test, short for dynamometer test, measures how much power a vehicle's engine produces. It also checks whether the vehicle is transmitting this power to the wheels. In addition, information is gathered by examining the vehicle's engine power, transmission range, torque value, battery, engine condition, oil level in the radiator, and wheel power. The purpose of all these tests is to measure whether there is any power loss in the vehicle.

5 – SUSPENSION TEST

A suspension test examines how the vehicle handles while in motion. This test is particularly conducted on winding and potholed roads to assess the vehicle's road grip. The test has four stages. Accordingly:

• In this test, the first step is to evaluate the traction force of the wheels while the vehicle is in motion, at their lowest possible level.
• Once the vehicle is in motion again, an evaluation is made by measuring the frequency of tire grip on the road at its lowest level.
• Then the weight of each wheel is measured individually.
• And finally, the car's weight is measured and evaluated.

6 – BRAKE TEST

One of the most important tests in a vehicle inspection report is the brake test. This test checks both the front and rear brakes of the vehicle.

7 – DIAGNOSTIC TEST

A special device is used to perform this test. This device is called a diagnostic tool. It contains records of all vehicle models and makes. Thus, this device determines whether the vehicle has the necessary power and all the required technical materials and equipment.

8 – BATTERY TEST

This test assesses the battery's lifespan, charge level, and margin of error, taking these factors into account.
